Position: Senior Finance Officer
Terms: Full-time, 12-month contract (with possible renewal depending on performance and funding)

Organizational Background
The Irrawaddy is an independent non-partisan Burmese digital media company established in Thailand in 1993. It has credible domestic and international standing amongst its Burmese and English audiences. It publishes news, articles, views, analysis, editorial discussions, video-reports, and photo-essays. Since January 2016, the Irrawaddy has switched to digital media platforms in Burmese and English languages, like websites, FB pages, news apps, secure mobile apps, YouTube, Twitter (English) and daily e-news digest (Burmese and English).
Job Overview
The Irrawaddy is seeking a Senior Finance Officer to support the financial management of our organization who is a determined, highly motivated, and qualified person with capable of working experience in Financial Management, Financial Operation and Administration, especially can liaise with related stakeholders of the organization.
Roles and Responsibilities
A. Overall Supervision
- Implement financial policies and procedures to ensure financial operational efficiency.
- Conduct monthly financial analysis to identify and resolve issues, gaps and variances on internal financial management, and provide the supervisor necessary report and updates.
- Provide inputs, clarifications and support to the CEO, and Director as and when requested and required.
- Attending conferences, meetings, and trainings
B. Management Responsibilities
- Provide assistance to CEO, and Director during the preparation of the annual budget and business plan.
- Provide documents and information on financial matters to the Operations – Director during weekly/monthly management meetings.
- Ensure the team is following internal control rules and regulations pertaining to financial management and purchases.
- Ensure all purchases and logistical contracts in The Irrawaddy follow its Code of Ethics[1].
- Work closely with Internal and External Auditors in conducting Project-based Audits and Annual Financial Audits.
C. Financial Administration
- Supervise and ensure that all financial activities are up-to-date and accurately entered by the Accounts Officers.
- Develop, update and reinforce financial internal controls, policy and procedures
- Establish, maintain and reconcile General Ledger on Weekly/Monthly basis, monitor cash balances and cash forecasts providing the supervisor weekly updates.
- Prepare monthly statements and balance sheets, reconcile bank statements and bank passbooks.
- Manage cash controls, and ensure Accounts is maintaining up-to-date Book Keeping.
- Ensure all obligations for purchases and logistical management are upheld and enforced when The Irrawaddy enters into any project contracts with donors.
- Ensure all in senior management and editorial team are properly informed and updated about such obligations.
- Ensure all staff identified with any particular projects and donor’s contractual obligations are also aware of the do’s and don’ts associated with the project’s financial implementation.
- Responsible for annual closing of accounts.
- Responsible for producing quarterly report, mid-year reports and annual reports for various donors, and preparing Annual P & L Statements.
- Responsible for supervision, submission and filing of annual taxes for the organization and employees.
D. Liaison with Governmental Offices, Institutions and Ministries
- Develop and maintain good working relationship with authorities from relevant government departments, institutions and ministries.
- Keep CEO, and Director informed and updated of any changes in rules, regulations or procedures pertaining to financial issues, and procedures required to be complied with having financial implications to the monthly and annual spending’s of the company.
Qualifications/Requirements
- Good command of written and spoken English and Burmese (excellent Thai language skill is preferable).
- Minimum 5 years of experience in finance and financial management and reporting.
- Good financial analytical skills, along with being proactive and initiative taker in trouble-shooting financial challenges.
- Ability to build good working relationship with project team, internal and external partners at all levels.
- Computer expertise in the use of financial management software
- Good working knowledge of MS Office, especially MS Excel, Internet, Google Calendar, and e-mail, etc. for good financial management.
- Proactive character and initiative with strong problem-solving and analytical skills
Qualifications Desired
- Prior working experience with international donor-funded organization will be considered an asset.
- A willingness to be flexible about working schedule
- Ability to work independently within tight deadlines, under pressure as well as able to multi-task
- Good communication skills and a tactful manner
- Previous experience in NGO or media group will be an advantage.
