RANGOON—President Thein Sein blamed the ongoing anti-Muslim riots that have rocked central Burma on “political opportunists and religious extremists” on Thursday, and warned that he “will not hesitate to use force” to quell the unrest.

In a 10-minute address broadcast on state-run television at 6 pm Thursday, Thein Sein said he would decisively deal with the mob violence that has affected Muslim neighborhoods in at least 11 townships in Mandalay and Pegu divisions.

“In general, I do not endorse the use of force to solve problems. However, I will not hesitate to use force as a last resort to protect the lives and safeguard the property of the general public,” he warned.

The violence erupted on March 20 in Meikhtila Township, where 12,000 residents were displaced and 40 people were killed. It first appeared that Buddhist and Muslim communities had clashed, but the President said outside “instigators” were responsible for the communal violence.

“I would like to warn all political opportunists and religious extremists who try to exploit the noble teachings of these religions and have tried to plant hatred among people of different faiths for their own self-interest: their efforts will not be tolerated,” the president said.

“We will take all necessary and effective action to stop their operations in accordance with our Constitution and our existing laws. All perpetrators of violence will be prosecuted to the fullest extent of the law,” the 67-year-old reformist leader said.

“My fellow citizens, I want to urge you to cooperate with each other on the basis of compassion, tolerance, open-mindedness and empathy,” he said, adding that security forces should “perform their duties decisively, bravely and within the constraints of the Constitution and by-laws.”

Like the president, Burmese activists and Muslim leaders have said that the violence appears to be orchestrated. Some have speculated that hardliners within the military and the ruling Union Solidarity and Development party were behind the unrest, in an attempt to derail Thein Sein’s reform agenda.

Since taking office in April 2011, the president has pushed through a raft of political and socioeconomic reforms. He has publicly committed himself to transforming Burma from an isolated military regime to a rights-respecting democracy.

His government’s actions in dealing with the communal violence so far have, however, been widely criticized.

On Thursday, respected activist group the 88 Generation Students said the government security forces’ performance in the face of the escalating anti-Muslim riots had been apathetic.

“The way we see it, they are just standing around and watching the riot situation calmly as if they are not able to do anything,” said Ko Ko Gyi, one the group’s leaders. “It is not a matter of the strength of the police force… the main factor is their protective ability and authority.”

Min Ko Naing, another 88 Generation leader, said he also believed that outside forces were inciting much of the communal violence that has affected central Burma.

“I have a strong suspicion that these violent situations were caused intentionally by highly trained persons,” he said at a press conference in Rangoon on Thursday. “We are very concerned about public security and the fledgling democracy of our country, and we must protect it firmly,” Min Ko Naing added.

The group said the government “has full responsibility to protect the public from occurring violence situations and to give help to the victims during their rehabilitation.”

Also on Thursday, leaders of Buddhist, Muslim, Hindu and Christian groups in Burma met at Rangoon’s YMCA building to make a joint public appeal for an end to the ongoing violence.

The event, which was attended by dozens of youth community activists and representatives of the religious groups, included a prayer ceremony for peace and harmony between Burma’s different communities.

In a speech, Buddhist monk Kolnyanna, from Rangoon’s Mingun Tawya Monastery, said, “We need to have a compassion for each other. “All religions should live in peace in this country.”

Haj. Aye Lwin, the chief convener of the Islamic Center of Myanmar, said the anti-Muslim attacks were being organized in order to undermine Thein Sein’s government. “The rioters are trying to derail the democratic reform process taking place presently in Burma,” he said.

    But who are in real control of the civil administration? My suspicion is that some of the civil administration officials (I mean police, judiciary, and township and divisional level officials) do not want to part with their old habits of corruption (meaning not only bribery but also favoritism and fear of terror if they do the lawful thing). They do know who are the thugs that initiated the violence and arson. Why don’t they take immediate action, insatead standing idly by? Certainly not for lack of sufficient police strength as U Ko Ko Gyi has rightly said. It is the will that counts.
    They certainly know who the thugs, and their upper hands, are. The Law must be enforced and make them “law-abiding and hell-fearing” service men.

If it is not clearly to say or identify who, it will cause more killing each others in Burmese people with strong paranoid and suspicious. Then, than shwe and USDP will be happy in order to achieve their goal of killing each others in Burma. Then, than shwe and USDP will kill famous politician he dislikes very soon.

    • Now, than shwe wants to say that killing monks in 2007 uprising is right action now after this Muslim and Buddhist clash, planned by than shwe with his faked Buddhism for killing Muslim. After downgrading DASSK in copper mining issue, than shwe is trying to down grade Buddhist monks. Monks and all ethnics are the great threat to than shwe becasue all Burmese universities are under divide and rule by than shwe many and many years. US is going to release sanction and agree with min aung laing for joint military exercise. Although China supports Wa army , China businesses are now in paper or messy state in Burma without any responsible authority to continue or to compromise now. Than shwe thinks he is in the upper hand upon USA and China.

  5. I would like to praise the honorable President U Thein Sein from the bottom of my heart for his sincere and decisive speech. He has chosen the right time and the right tone in his address to the country.

    The world is unnervingly watching the unfortunate and intolerable sectarian violence against a religious minority in a fledgling democracy. Now the military-turned civilian president of a nascent civilian government has shown his fellow citizens, as well as the world, his truthfulness toward democratic reforms and his genuine desire for the unity of the diverse ethnic and religious communities in the country.

    We all should commend him for his courage to do the right thing to decisively deal with the mob violence in which a considerable amount of Buddhist “young monks” are said to have participated. The military government in which he was a Prime Minister has ruthlessly crushed monks-led uprisings in 2007. The whole world has criticized that suppression then and many western governments have imposed new sanctions against the regime. In a Buddhist country where there are only loosely established orders of the majority religion, it isn’t easy to deal with them. Government authorities and security forces are damned if they do something against those religious groups and damned if they don’t. Many non-Buddhists blame police for not dealing with determination against Buddhist monks in recent mobs in many towns. Whether good or bad, Burmese monks are very active in political movements and civilian affairs.

    While we are encouraging reforms in political and military structures in the country, it is also time to start thinking to make distinctive changes in religious orders. Religious leaders like Thitagu Sayadaw, Shwenyawa Sayadaw and many other well-known chief abbots should begin attempts to organize and make certain rules for Burmese monks to follow in their involvements in civilian affairs. I think the Buddhist establishments in Thailand could be one of the places to inform oneself.

      • I called for his TV appearance in Irrawaddy, published in the morning of March 28, to address the security matters and he did it within a few hours. It could well be that he has already planned to do so. So I thanked him like millions of Burmese and many governments around the world.

        If you thoroughly read his speech to the nation, you will find his request to avoid confrontations and self-righteousness. Burmese parents fail to teach their children to respect others who don’t look or talk like them. It is wrong for them to demand children to listen to them only because they are older. I wish that, like parents in the West, Burmese parents learn to educate their children to listen to new ideas and think by themselves to determine whether the ideas are right or wrong and beneficial for the society.

        It is not a wise thing to accuse others without any proof or facts. You are free not to like what he said. I for one don’t even think about going back or wishing for incompetent and corrupt politicians in Burma. I am happy with the bird in hand and will try to improve it. Thanks.

There are so many good parents in Burma but we the Burmese people never have good government and administration since 1962.             But was Burma under the foreign occupation in those years? Of course not. Those governments and their culprits you said were sons and daughters of Burmese.

Around that time, an astonished reporter from a Hong Kong-based news magazine wrote that many Burmese people told him during his trip to Burma they regarded Gen. Than Shwe as a good old uncle. Now everybody is trashing him and rightfully so.

            Although he has disappeared for quite a while, some are still scared of him as if he were hiding under their bed.             During the past few years, some Burmese youth had an opportunity to work with foreign companies where they awkwardly found out they weren’t trusted by their employers. It’s because what they said and what they did were incompatible. You could read admissions of their failures online. Westerners were surprised to find that many Burmese children didn’t know to say “Thank you” when they were given presents. Now a firebrand Buddhist monk made sermons in derogatory terms against Muslims who have been living among us for centuries and many people suddenly show their hatred toward even friends and neighbors. It shows that many Burmese are very weak in analyzing power. Who’s to blame? Maybe there are so many good parents in Burma but in what way?

            Please come out of your living room and listen to what the world is saying about Burmese people now. Even Burmese people living abroad are hurt and ashamed and can’t believe what many of their countrymen are doing inside the country.

            If someone throws out unsubstantiated accusations with an expectation that something will stick, others will repeat them without thinking by themselves. That’s a Burmese habit. You also did that, Hinthar. To be his “Mama”, I have a wrong gender.

  8. I think president Thein Sein should take action against some monks who openly crusaded to rebel against Muslims in Burma. I am wondering if a Muslim ullah preached like that monk against Buddhist, how will Burmese leader respond on that. This is a real test for the president whether he could really stand the diverse political indifference in multicultural society pressure. Even Suu Kyi is now bumping here and there after he is released to the public. Burma have too many political networks which entwined the nation from different parts. Monks in Burma are mistakenly used in 2007 to topple the regime which misleadingly emboldened them to spread Buddhism in Burma instead of strengthening themselves to accept multi-religious value endowed in Union of Burma.

When extremism rules, hatred can spread in faster pace than wild fire in summer time. We all need to usher and build peaceful democratic nation. We haven’t tasted democracy yet but we have already seen lawlessness. Democracy is never lawlessness but all people under the same law and everyone must abide it. Law enforcement is so weak under the Thein Sein administration. Where is rule of law? Head of law enforcement from top to bottom must resign starting from Nay Pyi Taw. Mr. President is proving his inability to run our nation.

One cannot expect people to behave if the very leaders don’t behave and *never* behaved over the last 50 years or so. No unity in the Union of Myanmar. Not today, not tomorrow. And might well be right. An advise to President Thein Sein, H.E. pls get as quick as possible in contact and invite former German Interior Minister Otto Schilly to Myanmar for educative talks to all political parties as well headmen of some religious groups in Myanmar and than “educative “consulting meetings for Interior Minister Gen Ko Ko on the subject of growing nationalism and the danger so well known from German NAZI time. It Is the President Tein Sein immediate duty to set as law what a political party like now the RNDP and Dr Aye Maung can state on their web or blogg as RNDP opinion are allowed to say or write and what would bring them direct into jail and stop the party from existing as their statements on Holocaust, Nagasaki, Hiroshima, only than problem stops in MM.

Today 31.3.2013 Ngapali Beach illegal demonstration of over 300 most simple people Rakhine Islander working in Lonthar were by Thandwe Police allowed to march and demonstrate along the Ngapali Hotel zone just caused by the demand to take a prisoner out of Lonthar Jail which had been there over a simple Villager right. The Village leader for right used President Thein Seins words of 29.3. NLM on multi racial multi faith which sparked the demonstration today calling for Village leader to be removed for this. Here we have several issues, it is to early for simple people to understand this, the Buddhist Monks in past 20 years did not get Buddhas message to the people and failed here totally, Thandwe Police let them march without escort and let happen what ever.

Thandwe Police under Interior Minister Ko Ko let an illegal demonstration from Lonthar fishing village run into the Hotel Zone Ngapali 31.3.-9:25 am leaving Tourists shocked, taking pictures and the staff of Ngapali Bay U Kyaw Sein Hotel tells the Guests “yes that is cause of the Muslims …”– It clearly was not but Management not existing staff not trained to info International Tourism. Demonstrators free to do what they wanted as in Taunguk 3.6.2012 for 6 hours waiting in public to kill innocent people from central Myanmar, 8.6.2013 Nasaka Col Aung Kyi let it just happen and Meikthila Police did not look good either,— It is time to question the ability or willing of Interior Minister Ko Ko.
    In Thandwe is still 144 act – so better post the army along the street and in monasteries .

    A pro-government mob attacks Aung San Suu Kyi’s NLD convoy near the town of Depayin. At least four NLD bodyguards are killed by the mob, but eyewitnesses contend that dozens more were killed. Suu Kyi is detained at Insein Prison in Rangoon. The UN secretary-general’s special envoy to Burma, Razali Ismael, visits her in prison, which he did not make public until 2006. Suu Kyi is transferred to her house months after the Depayin attack.

    John William Yettaw, a 53-year-old American from Falcon, Missouri, goes to the home of Aung San Suu Kyi. He asks to meet her, but is told by her household staff she does not wish to meet him, and he is asked to leave. Suu Kyi informs the authorities the following day that an intruder came to the house.

    The above Depayin and Yettaw incidence are created by than shwe. Therefore, than shwe with hsi puppets ( thein sein, min aung laing ) is the culprit for creating every unrest for some naive Burmese in order to get political gain as well as showing important of his private bama military thugs.
