Oil from the coast of Burma’s Arakan State will likely not start flowing through a controversial pipeline to China by the target date at the end of this year, the Myanmar Times reports. An official from the South-East Asia Crude Oil Pipeline Co Ltd said the pipeline was 96 percent complete, but the absence of a refinery in China’s Yunnan province, where the pipeline will terminate, meant the project would not be operational by Dec. 31. Construction of the refinery, which was originally to be sited in the provincial capital Kunming, has reportedly been delayed because its planned location was moved to elsewhere in Yunnan.
