ISTANBUL—US Secretary of State Hillary Rodham Clinton has congratulated the people of Burma for participating in the election process—a first for many of them. Clinton says the country’s leaders should move ahead with transparency and other reforms. Clinton spent most of Sunday dealing with the situation in Syria and the fate of its leader, so the landmark election in Burma is a reminder that even most oppressive governments can reform and closed societies can open. She told a news conference in Turkey that she holds hope for the people of Burma, also known as Myanmar.
