Burma’s military is using international aid deliveries to strengthen its defense positions in Kachin State, the Burma Times reports. It cites a memo in which the UN team coordinating relief missions in the area claims that “trucks with government soldiers are taking advantage of the passage of the aid convoy to take new positions.” Needless to say, this is of serious concern,” the memo said. Last month international aid for displaced civilians was allowed into government and rebel-controlled parts of Kachin State for the first time in months. Fighting in the area has quieted down after government and ethnic rebels met for ceasefire talks on Feb. 4.
