Stop Protests against Copper Mine, Suu Kyi Tells Communities

RANGOON — Opposition leader Aung San Suu Kyi told communities affected by a copper mine in Sagaing Division’s Monywa District on Wednesday to stop opposing the project and accept compensation for the land they lost. Local villagers said they were disappointed by her speech.

Suu Kyi travelled to the township of Salingyi and Monywa in northwestern Burma to inform communities of the result of a new parliamentary inquiry, which she chaired, investigating the Letpadaung Copper Mine.

She told villagers the project should be allowed to continue as the company had promised to implement the inquiry’s advice to uphold environmental safeguards, create benefits for the community and to compensate villagers for seizing their lands.

“We have asked the company to first give jobs to our people and second to maintain a healthy environment, according to international standards, and third to provide education and health care for the people,” Suu Kyi said in a speech in Salingyi Township.

The mine is a joint venture between the Burmese military-owned Union of Myanmar Economic Holdings Ltd and its Chinese partner, the Wanbao company, which is a subsidiary of China’s state-owned arms firm Norinco.

The company confiscated 7,800 acres (3,156 hectares) of farmland in 2010. Farmers began a protest against the land grab and environmental damage caused by the mine last year. The protest quickly gained support among rights and environmental activists and the general public, who view the project as benefiting only the military and Chinese investors.

Suu Kyi said however, that Burma could not afford to shut down the mine and risk turning away foreign investors. “Our country needs a lot of development. If this company has to stop, our people will lose job opportunities,” the National League for Democracy leader told local villagers.

In addition to defending the mining project, the parliamentary report by Suu Kyi’s commission failed to hold any officials accountable for a brutal crackdown on Nov. 29. That day police shot smoke-generating incendiary devices into a protesters camp outside the mine, causing severe burns among about 100 monks and villagers. The report was decried by activists and local villagers alike after its release on Tuesday.

When asked about the incident by a villager during a lively discussion, Suu Kyi said the incident was caused by a lack of police training, adding that the local people were wrong to refer to the smoke-generating devices as “fire grenades.” “The right word is smoke grenade,” she said.

She also urged villagers to end their peaceful actions against the mine, telling them that their protest “is in vain.” “You all have to ask permission from the government if you do protest, as our country has rule of law now. Those who do not respect the rule of law, they could get punished,” she added.

Many local villagers were disappointed by her speech, as they have fiercely opposed the project for many months and reject the idea of accepting compensation.

“I do not like her speech because she just came here to try to please us. We will continue to ask for a stop to this project,” said Myint Win, a farmer from Salingyi Township’s Nyaung Bin Gyi village.

He said villagers would persist in their protests regardless of Suu Kyi’s plea. “If this project does not stop, we will have bloody fighting with the local authority,” he added ominously.

About 300 villagers had organized a local protest against the parliamentary report’s findings on the day of Suu Kyi’s visit, shouting “End the crony system!”

“I don’t want compensation and the inquiry results don’t mention who is responsible for the crackdown,” said Thwe Thwe Win, a protestor from Salingyi Township’s Wetmae village.

Another protestor Yee Yee Win said, “We ask for four things through this protest. First, we don’t accept Daw Suu [Kyi]’s speech and second is we don’t accept the inquiry commission report and the third we want authorities to withdraw the Article 144 order, and fourth we want an investigation into who ordered the crackdown.”

Authorities in Sarlingyi Township have issued an order under Article 144 of the Criminal Procedure Code to prohibit villagers from accessing or using their farmlands—a measure which according to the Asian Human Rights Commission is unlawful as only a judge can issue such an order.

I am totally disappointed that Daw Aung San Suu Kyi has turned 360 degrees with the copper mine dispute in Sagaing Division’s Monywa District and not sided with the farmers and villagers who have not only been displaced, but are now prevented from cultivating their farmlands under Article 144 of the Criminal Procedure Code.

    I agree with the farmers and villagers that the crackdown was very heavy handed and was insensitive; it is time for Daw Aung San Suu Kyii to step up to the plate and bat for the down trodden.

    These villagers and the displaced farmers need re-education to new vocations; give them the tools to succeed. The compensation should reflect what the market can bare and not what the Burmese military-owned Union of Myanmar Economic Holdings Ltd and its Chinese partner, the Wanbao Company, which is a subsidiary of China’s state-owned arms firm Norinco. think it is worth.

    An environmental study must be done and its impact on future generations.

    Unless these concerns are addressed the Letpadaung Copper Mine project should not go forward. If it does; Dawa Aung San Suu Kyii is part and parcel of this illegal land grab and relinquished her image as a champion for the down trodden.

  2. I agree with Suu Kyi to accept the mining project. The villagers should not ask total abolishing it. Instead, they should demonstrate if their lands were not thoroughly compensated or for poor waste management.
    This project should be precedent for any other similar projects. I normally don’t like the destruction of nature, but if I were the government or a developer, I would definitely think of levelling any mountain for the benefit of myself and for the country. If possible, don’t lower the mountain. They are, in fact, sacred.

She failed to educate the importance of the nature. Yes, she cares for her power. Let me say, if she can’t do or do her best, why not go home ?   3. ‘Rule of law’ is what the farmers do not seem to understand. Put all those protectors in jail so they will learn the lesson well. Let’s respect the laws create a harmonious and civilized society.

    • Don’t bother. There are 60 million people in a jail with no walls like U Win Tin said. And let’s respect the military’s birthright to continue its rule over a downtrodden nation with their physical and intellectual potential completely stunted by half a century of military misrule.   4. This is very crucial for DASSK. The villagers are ignorant and they don’t understand about the reform process of development. So also they have no idea of how the international companies can do the maintenance of environment and rehabilitations. Lack of education and general knowledge, jobless and difficult to get access the communication with the world are to be blamed. Wish you all the best of luck DASSK.     • Violet, multi-nationals have a very bad track record when it comes to polluting the environment. Burma should learn a lesson from the US and take similar action in line with the “polluter pays” principle.

      • Terry Evans’s comment is very timely and valuable. This “Polluter Pays” pay principle must put in every contract. If some investors disagree this principle, then the government must terminate business deal with any of them.

    She even proclaims there is now rule of law and those who violate the law of the land will be punished. Who needs oppressors or unjust laws when we have ASSK?     • Our people have already lost their land, homes and livelihood. Massive open cast mines are not known for their capacity to employ locals, mainly for blightiing the land and poisoning the water, not to mention the well known resource curse.

Your phrase “silly uneducated villagers” is very much offensive. We all need to respect and cherish these farmers who work hard everyday that we all can have foods on our dining tables.

  12. The problem of Burma (Myanmar) is that some people have no education, narrow minded and selfish. Sometime, I wonder, Burma should not have an absolute democracy and follow the rule of Singapore by punishing hard to whom does not follow law and regulation.   15. I like to ask Aung San Suu Kyi a question. What is her idea of LAW? Is an unjust law is a law? Dr. Martin Luther King jr once said, injustice anywhere is a threat to justice. You can not water down what was going on in Monywa copper mine. You can not disregard so much of earth topsoil were remove to take out minirals will not affect the enviroment. You can’t force people to obey to your demand, it is tyranny if you are forgetting it. Why are you serving rackless Chinese company and military regime? If you are talking about jobs for our people, how much of good pay jobs the local people will get from that project? What the farmers there lost is needless to describe anymore. When you taking the land away from these farmers, it is like you are giving their family and generations a death penelties. You compansations is worthless compare to their lifelihood. Are you realize that you are no different from the those military thugs that you used to fight before? Shame on you Aung San Suu Kyi. St. Augustine used to say that “An Unjust Law is no Law at All”.

    Suu Kyi has clearly GANGED UP with the Chinese and Burmese military and SUPPORTED their cause – CONTINUED OPERATION of the EVIL JOINT VENTURE – and her FAILURE to BRING/DO JUSTICE – who is responsible for the UNPROVOKED, SNEAKY ATTACK on the Buddhist monks and people in the dead of the night – amongst others have DESTROYED/WRITE OFF what is left of Suu Kyi’s long standing and cherished CHARACTER, CHARISMA, CREDIBILITY, COURAGE etc. no doubt.
    Of course people like Myint Win, Thwe Thwe Win and Yee Yee Win and no doubt ALL the PEOPLE in BURMA are certain to EXERCISE their RIGHTS and SEEK JUSTICE until they have a FAIR GO in this matter trust me.
    And the BIG QUESTION is WHO’S SIDE SUU KYI IS ON of course!
    Suu Kyi has FAILED in her JOB – bring justice – not to mention LETTING DOWN her PEOPLE – protect the people of Burma, their future, lands, livelihoods and most importantly RIGHTS as well – today.
    And she has CHOSEN to DEFEND the INTERESTS of the Chinese communists and the Burmese generals’ IN PLACE of PROTECTING the FUTURE, PROSPECTS and the RIGHTS of the PEOPLE of BURMA, specifically the LOT at Letpadaung area led by the likes of Myint Win, Thwe Thwe Win and Yee Yee Win amongst others VOWING to CARRY ON the FIGHT and CONFRONT the Chinese communists and the Burmese generals GRABBING their LANDS and DESTROYING the ENVIRONMENT and LANDSCAPE of BURMA to their LAST BREATH today.

  19. Burma is the world poorest country. If Burma has fish in pond or river or sea, all poor Burmese need to eat fish equally from capturing. If there is more valuable mines, compared to the farm land’s output, we poor Burma need to explore mine to get benefit equally . However, those mining business profit will go to U pai , than shwe’s private military company and his crony in large share. The share ( benefit) of U pai and crony is also bigger than Chinese side who invests money and technology. Why is U pai more richer than government for this profit making investment ?. NLD or DASSK’s relatives should also set up the company to do the mining business with China as well. We , all poor Burmese will use own funeral small money to buy DASSK’s company share for that kind of sure profit investment. However, i do not know the mining practice of Chinese company is up to the international standard or not. People are angry about those unfairness in facts. DASSK should address those unfairness issue as well. If the wealth of U Pai is created or generated under the rule of law, DASSK must also mention that she has no military power to investigate U pai. DASSK must say those villagers that farmland’s output is less than mining output in term of money but it will go to U pai and crony under the rule of law, set by than shwe private military thugs. As such, DASSK will not be confronted by those naive villagers, probably set up by than shwe.

  22. In future, if there is any projects, authority should conducted survey and collect votes from villagers to get the agreements first such as what they want. Anyway, Burma is in the mess for several decades. So it will be very challenging to clear out.
    On the other hands, government is start following transparency laws and rules, so they can’t print out money as they want anymore. During this period, if there is no investment firms, it will cause a huge economic impact.

  27. As a judge,Irrawaddy should censor all comments. This is not a debate club. ASSK is our elected leader and she should be respected. There are always ‘pro’ and ‘con’ in a debate and please don’t attack personal. ‘Personal attacks ‘ are off limited.
