The Organization of Islamic Cooperation (OIC) has blasted the Burmese government for reneging on its commitment to allow the group to open an office in Burma, saying that it is not serious about humanitarian issues.

Speaking to The Irrawaddy on Tuesday from the OIC headquarters in Jeddah, Saudi Arabia, the director of the Muslim Minorities and Communities Department, Talal Daous, said, “It is an unfortunate thing to happen, because this office is only for humanitarian purposes.

“We have already signed an agreement, but it seems the government of Myanmar [Burma] is not serious about humanitarian issues,” he said.

Naypyidaw’s move to backtrack on its agreement with the Islamic bloc came after Buddhist monks led demonstrations in several cities across the country to protest the decision to allow the OIC to open an office.

The President’s Office in Naypyidaw issued a statement on its website on Tuesday saying that it is the wishes of the people that the OIC not be given the right to set up an office in Burma.

However, Talal Daous said that the OIC had not received any official statement from the Burmese government and is still waiting for an answer.

The OIC signed an MoU with the Burmese government on Aug. 11 to open offices for humanitarian purposes in Rangoon and Sittwe. A delegation from the OIC then traveled to Arakan State in September to inspect the aftermath of communal clashes between Muslims and Buddhists in the strife-torn region.

The OIC said that it intends to distribute humanitarian aid to victims from both the Arakanese Buddhist and Muslim Rohingya communities without discrimination.

“We are also urging the international community to help the victims,” said Talal Daous. “From a humanitarian point of view, we are seeking to help all people who were effected by violence.”

He said that the victims continue to suffer.

Hla Thein, a Muslim community leader in Rangoon, said, “The current announcement by the President’s office not to allow the OIC to base [in Burma] is favorable only to the Rakhine people.

“No one will trust this government,” he said. “The Myitsone dam was a similar case when they signed an agreement, but then withdrew it again. In fact, they should not sign an agreement in the first place if they’re going to act like that.”

Chris Lewa, an NGO coordinator working with the Rohingya in western Arakan State, said, “I can understand why people feel threatened by an OIC presence in Sittwe, although I don’t see why the OIC should not have a diplomatic presence in Yangon [Rangoon] as other regional bodies do.

“The Burmese government has now changed its mind as it already has too many conflicts on its hands and does not want to antagonize people, especially monks with a strong moral authority, and it wants to avoid at all costs any further unrest [which] could be exploited and spread beyond Arakan.”

Lewa, who visited Sittwe as a consultant for Refugees International in September, said, “A lot of humanitarian funding has already been pledged but so far little has actually materialized through the UN and the Myanmar Red Cross Society. The serious dilemma is the issue of segregation. That is why aid has focused on emergency assistance for the displaced—building shelters, food relief and drinking water. But there is an urgent need to also provide better sanitation, health services and education.”

Hla Thein said that Rohingya refugees who do not have enough food will face starvation.

According to Lewa: “The segregation policy in Sittwe is shocking and unacceptable and it will only increase tensions. The government should take drastic action to stop and prosecute extremist Rakhine elements harassing the Muslim population and actively work for a solution and to restore peace and the rule of law.

“Humanitarian assistance alone is not a solution,” she said. “Development assistance should help both communities in the long term once life in Arakan State returns to normalcy. If people in Burma feel that the OIC presence is an interference in the internal affairs of the country, they and the monks should immediately and urgently take responsibility to resolve the conflict peacefully.”

The people of Burma are definition of the destiny of Burma. Burma is still moving on to its destiny on its own feet, the blasts of OIC will soon be a chapter in the past, but Burma would not close the book, and will turn another page. OIC, you need to move on. You have a history of religion and racial bias on your so called humanitarian assistance to Burma that continues to undermine the stability and peace in our society. I hope you’ve learnt your mistake, and apologize for your repeated insults to Burmese people.

Burma is no more under dictatorship; it has learnt its mistake in the past, and now doing what a good government would, listening to the voices of its people: NO OIC’s offices in Burma!, because of its slanderous accusation of mass murder, genocide, and ethnic cleaning against Burma.

If your true intend is to provide humanitarian assistant, you should not be blasting our government at all, but find another way to do; such as coordinating with the United Nation, and some non-faith base international organizations. Your argument over broken promises of Burmese government by pointing MyintSone Dam, is another outrageous example of how irresponsible you are, and rises the doubt of your ability to do what you’ve claimed to do: “A Humanitarian Assistant”. Isn’t it outright lie that you care Burmese?

The ringing voices of the Burmese people to the ears of the President of Burma are really loud, clear and unmistakable that no president can ignore. Be sensible! You got caught in the act of your true intention: Islamization of Burma. You can’t fool Burma. The people of Burma are standing up for their rights; a fight of their survival against your ill intention.

    • Sorry to burst your bubble, but a dictatorship is a country where they
have taken the politics out of politics. The 2008 constitution does this and serves as  a tool
for continuing military control of the country.

Terry; By your definition, the whole world is under the dictatorship; even two hundred years old democracy of America would not escape from what you have mentioned above.  This is new era of Burma in its path to democracy in this imperfect world. Don’t expect the new born baby to be able to walk right away. Listening to the voices of people is a way to keep in touch with the ground, that is exactly what current government is doing, and we all have to encourage the government to act in that type of democratic manner.

When new born America was at the age of today Burma democracy, all of its leaders had hundreds of slaves, and they all were hypocrites, but able to manage to improve situation with the constant focus of moving forward by taking one step at a time to become what today leader of democracy. Good governance is the beginning of Burma’s new chapter to its destination of democracy. A decision of no office of OIC in Burma is the fact of Burmese government’s recognition of righteousness of its people to have security, stability, peace and prosperity in Burma.

      • Military does not control. People do. Evidence enough: myitsone dam; monks’ protests.

    • Right on The Burmese Freedom Fighter! I’m with you.

    •  I am with you The Burmese Freedom Fighter.

  2.  To all OIC member countries; This is OUR country, our land, our sovereignty. It is the prerogative of our country whether to accept you or not. We do not need to answer you nor do not need to give any explanation why we do not allow you to open the OIC office or whatever form of invasion. If you all love and concern those bengali so much, please be feel free to bring them home. We will be very much obliged for that. UNDERSTAND?

  4. Not only the Buddhist, Rohingya Muslims are also Arakanese.Arakan is the name of that land the western coastal region of Burma.

    •  There is so such a thing as Arakanese Muslim! All Arakanese are Buddhits! If a muslim claims to be an Arakanese, he is NOT and he must be a Bengali. Full stop.

    • Rubbish! Arakan is not the real original name. it is Yakhine. In Burmese ‘ya’ is sometimes pronounced ‘ra’. Yazawin is actually Rajawin. Raja means min. Arkan is corrupt English pronounciation.
Win Myint must be a muslim, Bengalis origin with Burmese name.

  5. What is OIC’s business in Burma’s internal affairs? Go talk to your Muslim counterparts in Bangaldesh to take care of its 146 million people ( in the poorest country in the Eastern Hemisphere)  without spilling its unwanted citizens onto Burma’s soil. OIC should suggest its rich member countries to help the Muslim brothers and sisters;” The Rohingyas”.

  6. Most important thing for nation is country sovereignty and
unity. OIC has no business in Burma.
If OIC is sincerely want to help illegal migrant Bengali peoples and then OIC
can be given money, medicine and money to NGO in Burma
    and Bangladesh.
Also they can open OIC office in their Muslim brother country Bangladesh.
The purpose of OIC coming to Burma
is to rebuilding homes and villages for illegal migrant Bengalis.

Also OIC to put pressure on Burmese Government to accept and
given Citizenship to those illegal migrant Bengali peoples in Arakan State and
to buy corrupted local Government official and Army officers in Arakan state.
    OIC must understand Burma
    is not for sale.
President U Thein Sein lead Burmese Government is very young and inexperience
in international stage. That’s why Government was signed with OIC for open OIC
office in Sittwe but its honest mistake made by Burmese Government.
The result of opening OIC office in Sittwe will damage National reconciliation
with Rakhine peoples and Government. Also another communal riot can be happened
in Arakan state and no one can guarantee it will not spread to other parts of Burma.

Anti Muslim uprising will be happened all over the Burma
if another communal riot was happened in Arakan
    State.

OIC can still help illegal Bengali migrant in Burma
by resettling in their Country if Bangladeshi Government was still refusing to
take back its own citizens from Arakan state.

Why OIC is seriously interesting in opening its office in Burma?

Why OIC didn’t protect and give humanitarian aid to Syrian
    refugees in Middle East?

Everyday thousand of Syrian peoples are killed or injury by dictatorship
    President Assad.

Millions of Syrian citizens are displaced and homeless. OIC
must do more for Syrian peoples. Give the humanitarian aid to who most needed.

We can’t allow Arakan state or Burma
to become former Buddhist country like Afghanistan
    and Pakistan.

Burmese Government has to cancel agreement with OIC because
OIC intention was to meddling in domestic affair.

  7. Sorry! OIC needs to respect the voice of the people. Our President heard the voice loud enough and he made this decision. I respect our President who listens the voice the people. Long live Mr. President. OIC still has way to help their fellow Muslims in Arakan through UNHCR. Allowing OIC will boldly encourage the so called Rohingyas to commit more violence. We do not want to see that. This is our land. Illegal immigrants? It is not a new thing. But, they need to abide the local laws and rules where they reside. Rape, Murder, Robberies and so on, must be avoided by these aliens if they want to live along side with the ethnic Arakanese people.

Buddhist monks must not be mocked. They are not trying to seek offices or positions, but they just try to show us the way to safeguard our sovereignty. It is every citizen’s duty including Monks. Monks have beautiful history throughout our history. They were part of fighting colonialism and also part of fighting to end military dictatorship. They always sacrificed their lives for the public. The leaders of the country must always listen to the Monks and comedians. No action must be taken against them if the leaders are wise enough to learn. This time, President wisely received the voice of the people through the Buddhist Monks.

  8. Thalikar,
    Burma is Buddhist country.
Buddhist country does not have blasphemy law like stupid Muslim country. If Burma
has Blaspheme Law like in stupid Muslim Countries and you will be stoning by
death as result of insulting Buddhist monk as “vulgar”.

Buddhism wasn’t invented in 7 days and also Buddhism isn’t patchwork
    religion likes Islam.

Do you know why peoples do not like Muslim? Because, they
insult to other religions and they do not tolerate when someone insult Islam. If
you do not like someone insulting your religion and then you must not insult to
    other religions too.

By the way, you’re very lucky to be not stoning to death by Muslim
    Taliban for insulting Monk.

“It is sad and shocking that monks are using “Thingun’ and “Yut’
as common objects for vulgar purpose.”

We do not want OIC present in Burma
and full stop here. We all Burmese ethnics 100% support President U Thein Sein
Government’s decision to not allow OIC office in Sittwe and anywhere in Burma.
We must prevent cancer killing our civilized society.

    Burma
is sovereign country and we have right to decide who can open office and who
can’t open office in our country. We know intention of OIC coming to Burma.

  10. I lived inside Northern Arakan and there were Rohingya and other Muslim women raped all the time by regime military and Arakanese Buddhist civilians.  The brutality, repression and terror in the lives of Muslims in Arakan, by your measure of trust, should have provoked a major war by Muslims in Arakan along time ago.

  11. Aung Then

I really appreciate for this information. I really like that our president Mr. Thein Sein denied to access OIC in Myanmar.

I would like to give a suggestion to the Irrawaddy news agency that not to use “Muslim Rohingya” because in our Rakhaing State of Myanmar doesn’t have this name. The name is just their creative name. I think you know well about Myanmar history, situation and Muslim. They majority are came from Bangladesh. They are Bangali so I would like you to use as Bangali Muslim when you write news about them.

  12. Driving a wedge between buddhists?

  13. You all honourable gentlemen seem to be the stooges of RNDP, because your words smell Hatred and intolerance towards Mankind. Gentlemen, you need to attend once again the classes on Love, Peace, Harmony and Compassion. Lord Buddha preached Peace, Jesus preached Peace and came to this world to save the Sinners like you and me, Prophet Mohamed preached Peace and tolerated Christiand and Jews living in Mecca together with Muslims. Nobody has the right to insult and demonize other Reliions and i presume that you gentlemen are quite aware that there are more than 1.5 Billion Muslims living on thIs Planet i.e., nearly a quarter of all humanity. Please look at yourself before pointing finger at others….As the great American Black Activist Martin Luther King Jr. has said : ” DARKNESS CANNOT DRIVE OUT DARKNESS; ONLY LIGHT CAN DO THAT. HATE CANNOT DRIVE OUT HATE; ONLY LOVE CAN DO THAT. ” You are sending a wrong signal about Buddhism that teaches Peace, Love and Compassion.

  14. burmese only happy with Chinese..68% of burma busness controll by chiness drug lord and china man..including burmese presendent .he is partner with STL group and Shwe taung group ((drug lord)

  15. Buddhism that teaches Peace, Love and Compassion – does that mean Burma should take in all the illegal people spilt over from an Islamic country? Does that mean Burma has to stand up and sit down at the command of the OIC, a bunch of oil sellers?

  16. Im confused. Is Burma buddhism a different strand from the rest of buddhism? In terms of peace, compassion and humanity? Something is amissed here. Critiscing other religion of your own failing is not the way to move forward.
